Mike Tobin and his crew from the Fox News Channel observed low water conditions on the lower Mississippi River today aboard the Memphis District's survey boat Tiger Shark. The Tiger Shark, piloted by Mark Manning, is used to locate trouble spots in the river before dredges are called in to help.
